Summary Explanation/Background
The State of Florida ("State") received federal authority to establish the Statewide Medicaid Managed Care hospital directed payment program ("DPP") to address the gap between the actual cost of health care services and the amount paid by Medicaid and to improve the quality of care provided to individuals who receive Medicaid. The DPP allows local governments to impose a special non-ad valorem assessment against local private hospital properties. The revenue from the assessment is first placed into a Local Provider Participation Fund. The County sends the revenue from that fund, less an amount retained by the County for administrative expenses, to the State's Agency for Health Care Administration, which then transfers the funds, along with...
