Summary Explanation/Background
THE PUBLIC WORKS DEPARTMENT/SOLID WASTE AND RECYCLING SERVICES DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

The Open Market Area allows private waste collectors to provide non-exclusive collection, hauling, and transportation services for commercial solid waste generated within the Broward Municipal Services District ("BMSD"). The private waste collectors are paid for the services they provide by their commercial customers. Prior to providing such services, private collectors must first receive a license from Broward County Solid Waste and Recycling Services.

Section 14-84(b) of the Broward County Code of Ordinances ("Code") provides that "when a new Open Market Area license is applied for or when a license is renewed, licensed private collectors shall supply the County, on a form and in a manner prescribed and approved by the Director of Solid Waste and Recycling Services, information concerning all accounts served within the designated unincorporated areas of the Co...
