Why Action is Necessary
Part I, Chapter 1, Article V, Section 1-88.a.9. of the Broward County Code of Ordinances, requires that the Broward County Board of County Commissioners ("Board") approve the artist's design proposal when the art budget for the artwork portion of the capital improvement project total is $100,000 or more.

What Action Accomplishes
Approves the amount of funds and the design proposal so that staff can proceed to develop an agreement and proceed with fabrication and installation of the artwork.

Summary Explanation/Background
THE BROWARD COUNTY CULTURAL DIVISION, THE BROWARD COUNTY CULTURAL COUNCIL, AND THE PORT EVERGLADES DEPARTMENT RECOMMEND APPROVAL OF THE ABOVE MOTION.

This item supports the Board's Healthy Community Goal of cultivating community culture, arts, recreation, and life-long learning.

The artist and the design proposal were approved by the Artist Selection Panel on November 4, 2022, the Public Art & Design Committee on December 14, 2022, and the Broward County Cultural Council on December 8, 2022.

Exhibit 1 is the proposed design for artwork by the artist Owen Morrel. The site for the artwork is a street median on Eller Drive, near Cruise Terminals 19,21,25,26, and the Palm Parking Garage. The artwork is a series of four sculptural ocean buoys, each approximately 7.5 feet high, and displaying the words "Bon Voyage" in various languages.

The sculptures will be fixed on an undulating grassy landscape that conveys the idea of ocean waves. The artwork may be illuminated with solar powered lighting elements. The pro...
