Summary Explanation/Background

When the County seeks to purchase goods, where cost is generally the primary consideration, the use of hard bids seems appropriate.  However, when soliciting for services, cost may not be the primary consideration.  In such cases, the use of RFPs, RLIs, or RFQs may be more appropriate.  This item permits Board discussion regarding the process to be utilized when soliciting for contractual services rather than for goods.
