Summary Explanation/Background
The COVID-19 pandemic has had a severe impact on Broward County's tourism industry, including the cruise industry at Port Everglades, which remains shut down. Much of the taxicab service in Broward County is driven by tourism and, in particular, trips serving Port Everglades. As a result of COVID-19, this industry has suffered. The impact is felt more profoundly by Broward County's driver-owned taxicabs, who, unlike the large operators, do not enjoy economies of scale in paying premiums for state-mandated insurance and are not able to rotate a fleet of vehicles to ensure vehicles remain in service.

The proposed Ordinance would address the impact of the COVID-19 pandemic on Broward County's driver-owned taxicab certificates. It would waive until June 30, 2022 (i) annual permit fees for permits; (ii) penalties for late renewal of permits; (iii) and requirements that certificates or permits not in use be deemed abandoned after a period of time. The proposed waivers would only apply to certificates and permits owned by current taxicab drivers.
