Summary Explanation/Background

In 2022 and at the request of private for-profit and non-profit hospitals (Local Hospitals), Broward County established the Local Provider Participation Fund Ordinance to impose a non-ad valorem special assessment against real property owned by the Local Hospitals to fund the non-federal share of Medicaid patient care. Representatives requested an amendment to the Ordinance in order to widen the assessment to include supplemental payments for the Low Income Pool (LIP). (See Exhibit 1 for reference) Using the assessment to fund LIP allows Local Hospitals to access dollars that would otherwise be left on the table.
