MOTION TO APPROVE Agreement between Broward County and Spark Branding House, Inc., for Advertising Agency Services, Request for Proposals (RFP) No. GEN2127506P1, for the Greater Fort Lauderdale Convention & Visitors Bureau and other County agencies, in the initial three-year estimated amount of $47,885,340, which includes $4,860,000 for monthly fee services; $1,650,000 for reimbursable expenses, $9,425,340 for optional services, and $31,950,000 for media buys, and authorize the Director of Purchasing to renew the Agreement for two one-year periods, for a five-year potential estimated amount of $79,705,220, and authorize the Mayor and Clerk to execute the same.

Why Action is Necessary
In accordance with Broward County Procurement Code Section 21.47(a), Award and Execution Authority, the Board shall make all awards, and authorize the execution of the associated contracts, with a value of more than $500,000, inclusive of the value of any renewals or extensions.

THE PURCHASING DIVISION AND THE GREATER FORT LAUDERDALE CONVENTION & VISITORS BUREAU RECOMMEND APPROVAL OF THE ABOVE MOTIONS.
The Office of Economic and Small Business Development (OESBD) established a County Business Enterprise (CBE) participation goal of 15% for this project based on its review of the products and services requested and availability of CBE firms to perform the services. Spark Branding House, Inc. has committed to 15% CBE participation, which has been reviewed and approved by OESBD (Exhibit 2).
