Title: A. MOTION TO DISCUSS revised Administrative Action Plan for the U.S. Department of Housing and Urban Development ("HUD") Fiscal Year 2024-2025 Community Development Block Grant Disaster Recovery ("CDBG-DR") grant funds in the amount of $29,222,000 ("Action Plan"), and provide direction regarding funding allocations. MOTION TO APPROVE revised Action Plan based on the direction provided in Motion A; and authorize the County Administrator to: (i) submit the revised Action Plan to HUD; (ii) amend the CDBG-DR Action Plan as may be required as a result of the HUD review process; (iii) take all necessary administrative and budgetary actions for implementation of the revised Action Plan; and (iv) negotiate and execute agreements, amendments, reinstatements, and interlocal agreements with subrecipients and/or contractors/developers to implement the programs and allocate funding for the respective programs, subject to review and approval as to legal sufficiency by the Office of the County Attorney.

ACTION: (T-11:57 AM) Commissioner Fisher made motion to approve a revised action plan based on Plan B. Commissioner Geller seconded the motion. (Refer to minutes for full discussion.)

ACTION: (T-12:24 PM) Commissioner Davis made motion to approve a revised action plan based on Plan C. Commissioner McKinzie seconded the motion. (Refer to minutes for full discussion.)

VOTE: 3-0. The motion failed. Commissioner Davis, Commissioner Rogers and Vice-Mayor McKinzie voted in the affirmative.

ACTION: (T-12:24 PM) The Board voted to approve a revised action plan based on Plan B. (Refer to minutes for full discussion.)
