Summary Explanation/Background

Pursuant to state law, the State of Florida’s Office of Program Policy Analysis and Government Accountability retained an independent certified public accountant to complete a performance audit of the proposed Broward County Health Care Surtax. The audit report (Exhibit 1) recognized that “the County’s existing health care services demonstrate economies, efficiencies, and programmatic effectiveness that provide a solid foundation for implementing the Health Care Plan’s health care services” and that the County has “the organizational capacity, staffing levels, and management practices needed to administer the proposed Health Care Plan effectively and efficiently.”

The proposed Health Care Surtax will be on the ballot for consideration by the voters at the General Election on November 3, 2026. In accordance with state law requirements, the performance audit is posted on the County’s website (available at www.broward.org/charter).
