Summary Explanation/Background
Broward County (County) entered into several interrelated agreements to support the renovation and improvement of Cruise Terminal 4 and its associated berth at Port Everglades (the “Disney Cruise Terminal 4 Renovation Project at Port Everglades”) in preparation for long-term operations by Magical Cruise Company, Ltd, d/b/a Disney Cruise Line (Disney).
Our Office engaged the services of RSM US LLP (RSM), the County’s External Auditors, to determine the Actual Project Costs of the project. RSM examined the Schedule of Actual Project Costs (Schedule), totaling $33,915,075 as of July 31, 2026, and expressed an opinion that “the Schedule is presented in accordance with the Criteria [the Berth Agreement], in all material respects”. RSM’s report and the accompanying Schedule are included in the subsequent pages of this report.
