Summary Explanation/Background

PUBLIC WORKS DEPARTMENT/HIGHWAY CONSTRUCTION AND ENGINEERING DIVISION RECOMMENDS APPROVAL OF THE ABOVE MOTION.

 

On March 9, 2021 (Item No. 22), the Board of County Commissioners approved the Agreement between Broward County and WSP USA Inc. for Consultant Services for the design of the Port Everglades By-Pass Road (RFP No. PNC2119973P1) in the amount of $2,526,906, which includes $2,365,838 for basic services, $100,000 for optional services, and $61,068 for reimbursables.

 

The Port Everglades By-Pass Road is a new, two-lane road along Spangler Boulevard from east of SR-5/US-1/SR-A1A to Eisenhower Boulevard and along Eisenhower Boulevard from Spangler Boulevard to north of SE 20th Street. The project also includes a bridge with barrier wall, security fencing, a roundabout to facilitate port traffic movement, security check points, lighting, traffic signals, intelligent transportation systems, and signage and pavement markings.

 

On February 2, 2023, the Director of Purchasing approved the First Amendment to the Agreement in the amount of $396,625, increasing the total maximum amount not-to-exceed of the Agreement from $2,526,906 to $2,923,531. The amendment revised the scope of services to provide for additional geotechnical testing and updating bridge design and associated work and updated standard terms and conditions in the Agreement.

 

The design has been completed and the construction contract has been awarded to the lowest bidder, Lead Engineering Contractors, LLC. The first notice-to-proceed for construction has been issued to the contractor.

 

This item seeks Board approval of the Second Amendment to the Agreement increasing the basic services cost by $748,871 from $2,762,463 to $3,511,334, and reimbursables by $33,350 from $61,068 to $94,418, for a total increase of $782,221. This Second Amendment will cover the cost associated with post design services and will increase the total maximum amount not-to-exceed of the Agreement with WSP USA Inc. from $2,923,531 to $3,705,752, which includes $100,000 for optional services.

 

The Second Amendment has been reviewed and approved as to form by the Office of the County Attorney.
