On September 15, 2016, the Board approved the Broward Municipal Services District (BMSD) Economic Development Programs (Item No. 77) to revitalize the commercial corridors of the BMSD.
Summary Explanation/Background
THE OFFICE OF ECONOMIC AND SMALL BUSINESS DEVELOPMENT (“OESBD”) RECOMMENDS APPROVAL OF THE ABOVE MOTION.
The Broward County Board of County Commissioners approved the first iteration of the Broward Municipal Services District (BMSD) Economic Development Programs at its September 15, 2016, Commission meeting.
This item approves updated program descriptions and the continuance of these programs for Fiscal Years 2026 and 2027, with a maximum duration of any agreement of two years (i.e., not to extend beyond September 30, 2027, without additional Board action). For subsequent time periods, OESBD intends to present a Resolution for future Board consideration to integrate these programs into the Broward County Administrative Code and facilitate continuous programming for future fiscal years pursuant to those Administrative Code provisions and Board-approved annual funding.
The BMSD Economic Development Programs seek to enhance not only the potential long-term impact of existing businesses as an important aim of business retention and expansion activities, but potentially create opportunities for new private investment in the area as well as increase the potential for positive public benefit related to the BMSD. Specifically, enhancements to businesses located on the commercial corridors of the BMSD increase the potential for additional customer traffic, further investment, and increased employment where jobs are needed. The programs target businesses located on the following commercial corridors in the BMSD:
• Broward Boulevard (north side only) from NW 24th Avenue West to NW 31st Avenue
• Sunrise Boulevard from NW 24th Avenue West to NW 31st Avenue
• NW 27th Avenue from Broward Boulevard North to Sunrise Boulevard
• State Road 7/U.S. 441 (west side only) from Peters Road to Interstate 595 (Unincorporated parcels only)
• Peters Road (south side only) from State Road 7 to SW 45th Avenue
• Davie Boulevard Extension from State Road 7 to SW 45th Avenue
The BMSD Economic Development Programs include the following specific programs (details on each program outlined on Exhibit 1):
1. Façade/Property Improvement Grant Program
2. Business Development/Redevelopment Grant Program
3. Demolition Grant Program
4. Strategic Land Assembly Program
5. Revolving Loan Program
This item, if approved, would authorize the County Administrator to approve projects pursuant to the program guidelines stated in Exhibit 1 and more fully developed by OESBD, subject to the maximum program amounts stated in Exhibit 1. Each program award would require a written agreement approved as to legal sufficiency by the County Attorney’s Office. If applicable law or Exhibit 1 requires additional Board action (e.g., approval of a real property sale or purchase, or the Revolving Loan Program) or if the proposed funding County financial commitment exceeds the maximum amounts specified in Exhibit 1, the project and/or agreement will be presented to the Board for separate approval.
The maximum amounts per program for Fiscal Year 2026 are outlined in Exhibit 1. Funding for these programs will be allocated pursuant to the Board approved budget process. Funding for these programs in aggregate will be limited to the amount budgeted for the 2026 and 2027 Fiscal Years and not exceed the budgeted amount for any given Fiscal Year. There is no individual maximum for any of the five programs per Fiscal Year.
The maximum duration of any agreement under the Program authorized by this agenda item will be two years (i.e., through September 30, 2027). This item, if approved, would supersede any previous authority delegated by the Board for the BMSD Economic Development Programs, except to the extent expressly stated in the Broward County Administrative Code or the Code of Ordinances.
