Summary Explanation/Background

Broward County Office of Emergency Management recommends approval of the above motions.

 

In accordance with the Robert T. Stafford Disaster Relief and Emergency Assistance Act, as amended, 42 U.S.C. 5121-5207, and as authorized by Section 662 of the Post-Katrina Emergency Management Reform Act, the Emergency Management Performance Grant (EMPG) funds may be used for all-hazards emergency management operations, staffing, and other planning, training, or coordination activities as specified in the EMPG Fiscal Year 2024 Scope of Work.

 

Retroactive approval is requested, as the recurring EMPG agreement typically arrives after its effective date but allows for reimbursement of eligible expenses retroactive to the effective date, in this case October 1, 2024. Based on Fiscal Year legislative appropriations, Broward County's Federal EMPG award for this Fiscal Year is $310,515. The award must be expended by September 25, 2025. This sub-grant agreement requires a dollar-for-dollar match by the County. The grant funding will support four existing positions within the Office of Emergency Management.

 

The Grant Agreement is on a state-provided form and includes clauses that deviate from the County's standard terms and conditions, particularly indemnification, reporting requirements, and audit obligations.
