Summary Explanation/Background
THE PURCHASING DIVISION AND THE PUBLIC WORKS DEPARTMENT/WATER AND WASTEWATER SERVICES RECOMMEND APPROVAL OF THE ABOVE MOTIONS.
The Office of Economic and Small Business Development (OESBD) determined that no County Business Enterprise (CBE) participation goal should apply to this solicitation based on their review of products requested and availability of CBE firms to provide the products.
Section 1-81.3(a) of the Code of Ordinances provides for the setting of a CBE goal of at least 25% unless the Board of County Commissioners or County Administrator (under limited circumstances) approves a different goal or no goal based upon a written determination by the Director of the Office of Economic and Small Business Development (OESBD). The Board’s approval of this item will result in no CBE goal being set for the applicable agreement consistent with the written determination provided by the Director of OESBD (Exhibit 2).
The purpose of this contract is to obtain water meters and water meter repair parts to administer accurate meter readings, meter repairs, monthly utility billing, and revenue collection functions for Broward County Water and Wastewater Services (WWS). WWS is responsible for providing retail/regional water and wastewater services as well as maintaining /repairing all water and wastewater infrastructure.
The bid posted on March 1, 2024, and opened on March 13, 2024; five bids were received with no declinations (Exhibit 1).
Bid validity extension is valid through October 16, 2024.
Water and Wastewater Services has reviewed the bid submitted by Consolidated Pipe & Supply Company, Inc. and concurs with the recommendation for award (Exhibit 3). Four performance evaluations have been completed for Consolidated Pipe & Supply Company, Inc.; they have an overall rating of 3.27 out of a possible rating of 5.0.
The General Conditions of the solicitation specified in Section 7 that vendors must include prices for all items within the group in their responses. The Director of Purchasing has determined the following bidder, Superior Gaskets, Inc., to be non-responsive for the failure to bid on all line items.
Insurance Requirements are waived as the vendor stated that they will be using a common carrier.
