Summary Explanation/Background
THE AVIATION DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTION.
This action allows BCAD to accept grant funding from FDEP for the Ravenswood System Interconnection Project (“Project”) at FLL.
The Project will improve and upgrade the North Stormwater Management System (“North System”) within the northwest portion of FLL. During significant storm events and King Tides, the North System experiences extensive flooding throughout the airfield areas, resulting in shutdowns of the airfield and impact to operations at FLL. The Project will include interconnecting the Northern System to the Ravenswood System to the west of I-95 with a proposed 72-inch equalizer stormwater pipe and expanding the existing stormwater management areas in the Ravenswood System. The Project will also provide additional stormwater storage space, minimize flooding, and increase water treatment capacity to improve water quality. The Project will include the installation of a new stormwater pump station between the new interconnection of the North System and Ravenswood System. Completion of the Project will prepare FLL for the impacts of projected sea level rise by maintaining a consistent discharge flow at the proposed stormwater pump interconnection.
The Project’s total estimated cost is $11,406,888 (“Project Cost”). As outlined in the SGA, FDEP will provide grant funding for 50% of the Project Cost, estimated to be $5,703,444. Broward County (“County”) will fund the remaining 50% of the Project Cost, estimated to be $5,703,444, while covering any Project Cost overruns.
The proposed SGA was reviewed by the Office of the County Attorney. The SGA does not include the County's standard Agreement provisions, as FDEP requires the County to use its form Agreement.
