Why Action is Necessary

In accordance with Broward County Procurement Code, Section 21.47, Award and Execution Authority, Board approval is required for awards with a value of more than $500,000, inclusive of the value of any renewals or extensions provided for in the contract.

 

Pursuant to Broward County Procurement Code Section 21.27, Purchases from Other Government Contracts, the Director of Purchasing may purchase goods or services under any procurement contract held by a governmental agency or nonprofit entity, or the County may enter into its own contract with the vendor under the originating contract provided that the originating contract was competitively procured, authorizes such purchases, and the terms offered to the County do not materially deviate from the originating contract.

Provides for the supply and installation of carpet and flooring materials necessary to repair and/or replace flooring in existing and renovated County facilities.

Summary Explanation/Background

THE PURCHASING DIVISION AND THE PUBLIC WORKS AND ENVIRONMENTAL SERVICES DEPARTMENT/FACILITIES MANAGEMENT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.

 

The purpose of these contracts is for the supply and installation of carpet and flooring materials necessary to repair and/or replace flooring in existing and renovated County facilities.

 

The State of Florida Department of Management Services awarded an alternate contract source agreement, Agreement No. 30161700-24-SRCWL-ACS (State Contract), Flooring Materials, with Related Supplies and Services, to eight contractors based upon competitive Request for Proposals (RFP) No. 061323-MMI issued by Sourcewell, a State of Minnesota local government agency and service cooperative.

 

On August 21, 2024, the County Administrator approved and executed participating addenda between Broward County and five of the eight contractors under the State Agreement: Bentley Mills, Inc., Interface Americas, Inc., Mannington Mills, Inc., Milliken Services, LLC, and Tarkett USA Inc. The County Administrator was authorized to execute the participating addenda in accordance with the June 18, 2024 (Item No. 44) agenda.

 

This item seeks Board approval for two additional vendors from the State Agreement: Mohawk Carpet Distribution, Inc., and Shaw Industries, Inc. (Exhibits 1 and 2 respectively). By utilizing the State Agreement, through a participating addendum, the County takes advantage of lower costs available through cooperative competitive pricing based on large volume discounts and establishes additional contracts for different brands of flooring materials.

 

One vendor performance evaluation was completed for Mohawk Carpet Distribution, Inc.; the vendor has an overall performance rating of 4.83 out of a possible rating of 5.0. Copies of the vendor performance evaluations are available upon request. No County Vendor performance evaluation has been completed for Shaw Integrated and Turf Solutions, Inc.

 

The amounts referenced in this agenda item were rounded to the nearest whole dollar. Vendor payments will be based on the actual total bid amount. The bid tabulation reflects the actual amount of the award.

 

Each participating addendum initial period shall begin on the date of execution and shall terminate on August 9, 2027.
