Summary Explanation/Background

THE RESILIENT ENVIRONMENT DEPARTMENT AND THE HOUSING FINANCE DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

This item supports the Board’s vision of, “offering sustainable, compatible, innovative housing options for all income levels, including integrated, permanent supportive housing and rapid rehousing,” and is corresponding goal to “strengthen stakeholder partnerships to increase the availability of affordable housing of all types (e.g., rental, purchase, supporting, etc.) countywide, in every community.”

The Broward County SHIP allocation for Fiscal Year 2024-2025 from the State of Florida is in the amount of $2,656,437 for the following strategies: Special Needs/Barrier Free Housing, Home Repair Assistance, and Purchase Assistance.  In addition, the Cities of Coconut Creek, Margate and Weston have entered into interlocal agreements with the County to implement and administer their respective SHIP Program funds for Fiscal Years 2023, 2024, and 2025.  The City of Coconut Creek’s allocation of $438,252 will be available for Purchase Assistance, Special Needs/Barrier Free Housing and Home Repair Assistance.  The City of Margate’s allocation of $445,731 will be available for Special Needs/Barrier Free Housing and Home Repair Assistance. The City of Weston’s allocation of $517,527 will be available for Purchase Assistance, Special Needs/Barrier Free Housing and Home Repair Assistance.

The Department and Division recommend distributing SHIP Program funds to the Special Needs/Barrier Free strategy in the amount of $1,077,234 which will provide assistance to a minimum of ten qualified households with a maximum of up to $100,000 per household. The distribution is a State requirement because each local government must use a minimum of 20% of its allocation to serve “persons with special needs,” as defined in Section 420.0004, Florida Statutes, with priority given to developmentally disabled persons.  The $1,077,234 is comprised of Broward County’s share in the amount of $796,931 which represents 30% of the Broward County allocation pursuant to the Broward County Affordable Housing Incentive Strategies Report 2021, the City of Coconut Creek’s share in the amount of $87,651, the City of Margate’s share in the amount $89,146 and the City of Weston’s share in the amount of $103,506.

The Department and Division recommend distributing SHIP Program funds to the remainder of the strategies in the following amounts: (i) Home Repair Assistance in the amount of $2,033,087 which will provide assistance to a minimum of 20 qualified households with a maximum of up to $100,000 per household. The $2,033,087 is comprised of Broward County’s share in the amount of $1,195,396, the City of Coconut Creek’s share in the amount of $241,039, the City of Margate’s share in the amount of $312,012 and the City of Weston’s share in the amount of $284,640; and (ii) Purchase Assistance in the amount of $541,832 which will provide assistance to a minimum of six qualified households with a maximum of up to $80,000 per household.  The $541,832 is comprised of Broward County’s share in the amount of $398,466, the City of Coconut Creek’s share in the amount of $65,738 and the City of Weston’s share in the amount of $77,628.

Ten percent (10%) or $405,794 of the combined allocation of Broward County’s allocation of $2,656,437 plus the City of Coconut Creek’s allocation of $438,252, the City of Margate’s allocation of $445,731 and the City of Weston’s allocation of $517,527 for SHIP Fiscal Year 2024-2025 funding is allocated for administration. In addition, the State of Florida SHIP distribution by municipality and county is attached as Exhibit 2.
