Summary Explanation/Background

THE HUMAN SERVICES DEPARTMENT AND THE ELDERLY AND VETERANS SERVICES DIVISION RECOMMEND APPROVAL OF THE ABOVE ACTION.

This action supports the Commission’s value of “building partnerships and working collaboratively with others to meet shared objectives” and the goal of “delivering accessible human services that holistically address the whole person collaboratively and compassionately.” The agreement provides funding to Dr. Stanley and Pearl Goodman JFS of Broward County, Inc. (“JFS”) for the purchase of a refrigerated truck for transporting perishable meals to seniors and other vulnerable Broward County residents experiencing food insecurity.

For over six decades, JFS has served Broward County as a leading provider of health and human services, helping individuals and families build stability and resilience. JFS delivers comprehensive programs through three core pillars: Basic Needs, Older Adult & Holocaust Survivor Assistance, and Behavioral Health & Trauma Support. Their unique wraparound model of care connects clients to a coordinated network of services, addressing immediate challenges while supporting long-term stability and well-being. Through this integrated approach, JFS helps individuals and families navigate food insecurity, aging-related needs, mental health concerns, social isolation, and economic hardship.

One of the most critical needs they address is food insecurity. The Dorit & Ben J. Genet Cupboard, JFS’s kosher food pantry, provides nutritious food to individuals and families facing financial hardship through both an in-person client-choice pantry and a home delivery program. For clients who are homebound or face health, mobility or transportation barriers, food is delivered directly to their homes and tailored to their dietary needs, including diabetic-friendly, kosher, vegetarian, and vegan options. To strengthen and expand this service, Broward County will reimburse JFS for the purchase of a refrigerated delivery truck. This vehicle will increase their capacity to safely transport fresh and perishable foods, expand service to vulnerable homebound residents throughout the county, and ensure reliable access to nutritious food for those who cannot visit the Cupboard in person.

The agreement will be reviewed and approved for legal sufficiency by the County Attorney’s Office.
