Summary Explanation/Background

THE HUMAN SERVICES DEPARTMENT AND THE CRISIS INTERVENTION AND SUPPORT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

 

This action supports the Commission’s value of “building partnerships and working collaboratively with others to meet shared objectives,” and the goal of “delivering accessible human services that holistically address the whole person collaboratively and compassionately.” Funding from the Florida Network of Children’s Advocacy Centers, Inc., (“FNCAC”), will be used to pay for training for staff at the Nancy J. Cotterman Center (“NJCC”) who provide prevention and intervention services to child victims of sexual and physical abuse.

 

Section 320.08058(40), Florida Statutes, establishes the Child Abuse Prevention and Intervention license plate, which includes a special annual fee that is distributed to the Children’s Home Society of Florida and FNCAC. Section 320.02(17)(n), Florida Statutes, requires FNCAC to distribute proceeds from the Voluntary Contribution Program equitably among network members. FNCAC distributes these funds to accredited children’s advocacy centers such as NJCC. Broward County received its first award from FNCAC in Fiscal Year 2010-2011 and has continued to receive it annually.

 

There are no required outcomes; however, NJCC must submit a deliverable report with supporting documentation detailing the use of the funding by July 31, 2026.

 

Retroactive approval is requested due to the late issuance of the Agreement by FNCAC. NJCC received the notice of award of non-competitive grant funding from FNCAC on November 21, 2025.  

 

The Agreement (Exhibit 1) is in the form required by FNCAC and has been reviewed and approved for legal sufficiency by the County Attorney’s Office. FNCAC will sign last after the Commission’s approval.
