A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF BROWARD COUNTY, FLORIDA, PERTAINING TO GRANT AWARDS AND SPONSORSHIP AGREEMENTS; AMENDING SECTIONS 29.15 THROUGH 29.17 OF THE BROWARD COUNTY ADMINISTRATIVE CODE (“ADMINISTRATIVE CODE”); REPEALING PART IV OF CHAPTER 33 OF THE ADMINISTRATIVE CODE; AND PROVIDING FOR SEVERABILITY, INCLUSION IN THE ADMINISTRATIVE CODE, AND AN EFFECTIVE DATE.

Why Action is Necessary
The Broward County Charter requires the posting of notice and a public hearing for adoption of amendments to the Broward County Administrative Code (“Administrative Code”).

Enables the setting of a public hearing during which the Board of County Commissioners (“Commission”) may consider adopting the proposed Resolution Amending the Broward County Administrative Code.

Summary Explanation/Background
The Cultural Division annually awards three types of cultural grants: General Operating Support Awards, Program Support Awards, and Cultural and Artistic (“C&A”) Facilities Capital Support Awards. In addition, the Cultural Division provides funding for eligible arts and cultural events through the General Arts and Cultural Sponsorship Program and the Arts and Cultural Festival and Special Event Sponsorship Program (“Sponsorship Agreements”).
The proposed Resolution would increase the approval and execution authority for Sponsorship Agreements as follows:
• The Division Director would be authorized to approve and execute Sponsorship Agreements up to $50,000 (currently $25,000); and
• The County Administrator would be authorized to approve and execute Sponsorship Agreements up to $100,000 (currently $50,000).
The Division recommends these changes to improve administrative efficiency by allowing the Division Director and the County Administrator to approve and process Sponsorship Agreements up to $100,000. The proposed Resolution would also increase the maximum aggregate sponsorship amount that may be awarded to any single recipient or eligible event per fiscal year from $50,000 to $100,000.
The proposed Resolution also would codify the Arts and Cultural Festival and Special Event Sponsorship Program (“Festival Sponsorships”) administered by the Cultural Division, which provides support for eligible arts and cultural festivals and special events. The proposed Resolution would authorize the County Administrator to approve the guidelines for Festival Sponsorships, which would include the applicable criteria for evaluating applications.
The proposed Resolution would also repeal Sections 33.30 and 33.31 of the Administrative Code, which the Cultural Division proposes for repeal as duplicative of the provisions in Chapter 29 of the Administrative Code.
