Broward County Board of County Commissioners (“Board”) approval is required for the execution of this First Amendment to the Public Transportation Grant Agreement (“PTGA”).

Summary Explanation/Background
THE AVIATION DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTION.
This action allows BCAD to accept additional grant funding from FDOT for the construction of the Mitigate RW 1L-19R Crossings & Extend TW A project (“Project”) at HWO.
On February 20, 2024 (Item No. 7), the Board approved the PTGA between Broward County (“County”) and FDOT for Financial Project No. 451505-1-94-01 at HWO. At the time, the total construction cost of the Project (“Construction Cost”) was estimated to be $2,376,105. FDOT committed to 5% participation of the total Construction Cost, estimated to be $118,805. The Federal Aviation Administration (“FAA”) committed to 90% participation of the total Construction Cost, estimated to be $2,138,495 and the County was required to fund the remaining 5% of the total Construction Cost, estimated to be $118,805, while covering any Project cost overruns.
The proposed Project consists of the construction of a partial parallel Taxiway A west of Runway 1L-19R and reconstruction of the runway crossing at Taxiway N at HWO. The Project includes a new hold pad along Taxiway A north of the Mosquito Control building. The extension will also serve to connect the Ladim hangar development to Taxiway A and Runway 10L. These airfield modifications are necessary to comply with current FAA design standards and was identified in the HWO Master Plan Update.
Construction will consist of constructing temporary haul roads from the contractor staging area to the work site, surveying, temporary taxiway connectors, pavement demolition, new asphalt pavement, installing new Light Emitting Diode (“LED”) airfield lighting and guidance signage, sodding, and pavement striping, as well as consultant construction support services for inspections, materials testing, and administrative support services. Since the execution of the original PTGA, the Project’s cost has increased based on the bids that were received, as well as the inclusion of construction administration and inspection services, increasing the total Construction Cost to $2,911,925.
This action approves the proposed First Amendment to the PTGA to increase FDOT’s share by $26,791 to a maximum contribution of $145,596. BCAD anticipates that the FAA will increase its share in the estimated amount of $482,238 to a maximum contribution of $2,620,733, and the County will be required to increase its match by $26,791, while covering any Project cost overruns.
The proposed First Amendment to the PTGA has been reviewed by the Office of the County Attorney. The First Amendment to the PTGA does not include the County's standard agreement provisions as FDOT requires the County to use its form amendment.
