Summary Explanation/Background

THE PURCHASING DIVISION AND THE PUBLIC WORKS AND ENVIRONMENTAL SERVICES DEPARTMENT/FACILITIES MANAGEMENT DIVISION (FMD) RECOMMEND APPROVAL OF THE ABOVE MOTION.

The Office of Economic and Small Business Development (OESBD) determined that no County Business Enterprise (CBE) goal should apply to this solicitation (Exhibit 2).

The Agreement provides roofing and waterproofing consultant services, on as-needed basis. Services include roofing and waterproofing assessments and improvements; inventory and assessment of building structures; identification of repair needs; and development of specifications, solicitation assistance, construction administration, and monitoring services, as applicable. Additionally, services related to the building envelopes (i.e. roofs, walls, storefronts, doors and window systems) include reviewing and updating specifications; inventorying and inspecting facility components; developing construction documents; project administration services; and development of scopes of work (Exhibit 1).

The RFP was advertised on February 3, 2026, and, at the time of the submittal deadline on March 6, 2026, 10 firms submitted proposals: A2 Consultants & Engineers, LLC; Bluefin, LLC dba Mantis Facility Management Solutions; Cornerstone Special Inspections LLC. dba Construction Moisture Consulting; ECS Florida, LLC; The Epsten Group, Inc.;

Nova Engineering and Environmental, LLC; Rodriguez Architects, Inc.; Terracon Consultants, Inc.; UES Professional Solutions, LLC; and Walker Consultants, Inc.

On May 14, 2026, an Initial Evaluation Committee meeting was held. The Evaluation Committee (EC) determined that all firms were both responsive and responsible to the solicitation requirements. The EC evaluated the responses and shortlisted all 10 vendors to advance to final evaluation, which includes vendor presentations, question-and-answer period, numerical scoring, and ranking.

On May 22, 2026, a Final Evaluation Committee meeting was held. After presentations, evaluation, scoring and ranking, the EC named Nova Engineering and Environmental, LLC as the first-ranked firm; UES Professional Solutions, LLC (UES) as the second-ranked firm; Walker Consultants, Inc. as the third-ranked firm; Terracon Consultants, Inc. as the fourth-ranked firm; Bluefin, LLC dba Mantis Facility Management Solutions (Bluefin) as the fifth-ranked firmed; ECS Florida, LLC as the sixth-ranked firm; Rodriguez Architects, Inc. as the seventh-ranked firm; Cornerstone Special Inspections LLC dba Construction Moisture Consulting as the eight-ranked firm; The Epsten Group, Inc. as the ninth-ranked firm; and A2 Consultants & Engineers, LLC as the tenth-ranked firm.

On June 5, 2026, the Evaluation Committee was reconvened for the purpose of addressing the tie-breaker application. Following the May 22, 2026 meeting, it was determined that Bluefin and UES, which were tied for fourth place, had been re-scored, rather than re-ranked, which affected the remaining rankings of firms that were not tied. The EC reconvened to apply the tie breaker, in accordance with Section 21.42(d) of the Broward County Procurement Code, and re-rank only the tied firms. The EC approved the updated final ranking as follows: Nova Engineering and Environmental, LLC, first; Walker Consultants, Inc., second; Terracon Consultants, Inc., third; Bluefin, LLC d/b/a Mantis Facility Management Solutions, fourth; UES Professional Solutions, LLC, fifth; ECS Florida, LLC, sixth; Rodriguez Architects, Inc., seventh; Cornerstone Special Inspections LLC d/b/a Construction Moisture Consulting, eighth; The Epsten Group, Inc., ninth; and A2 Consultants & Engineers, LLC, tenth.

On June 18, 2026, in accordance with Procurement Code, Section 21.42(k), Procedures for RFPs, RLIs, and RFQs, the ranking of the qualified firms became final, and staff proceeded with negotiations.

One negotiation meeting was held on August 25, 2026, to negotiate the Agreement. This meeting was attended by staff from FMD, the County Attorney’s Office, and the Purchasing Division.

Additional supporting documentation provided to the EC regarding this procurement is on the Broward County Purchasing Division website at https://www.broward.org/purchasing/repository.

The Agreement begins on date of fully executed Agreement.
