Summary Explanation/Background
THE PURCHASING DIVISION AND THE PUBLIC WORKS DEPARTMENT/HIGHWAY CONSTRUCTION AND ENGINEERING DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.
Approval of the sole source, sole brand designations to Naztec/TrafficWare, Miovision Technologies Incorporated (formerly Global Traffic Technologies, LLC), and Iteris, Inc. is for inclusion in upcoming construction solicitations, when the plans require the supply and installation of Adaptive Traffic Control Systems (ATCS) necessitating SynchroGreen Adaptive Traffic Control Systems Software, GTT Opticom Signal Priority System and Iteris Vantage Vector Hybrid Vehicle Detector at various corridors throughout Broward County. The corridors that have been identified are Broward Boulevard, Hallandale Beach Boulevard, University Drive, SR-7 (US-441), Sunrise Boulevard, Pine Island Road, Miramar Parkway, Sheridan Street, Flamingo Road/Red Road, and US-1; as part of the Mobility Advancement Program (MAP) Surtax five-year work program.
In June 2021, consultant Metric Engineering, Inc., under contract No. PNC2119168P1_2, completed ATCS comparison studies that recommended the respective ATCS based upon the specific needs of each corridor. Metric Engineering, Inc. recommended that the County implement SynchroGreen developed by Naztec/TrafficWare for the ATCS software platform. Naztec/TrafficWare is the current provider of all traffic controllers for over 1,400 intersections that the County maintains. For optimal performance of the SynchroGreen ATCS software, it is required by the Naztec/TrafficWare to collect real-time accurate, lane-by-lane detection at both the stop bar of the intersection and at 250’-500’ in advance to the stop bar. The Iteris Vantage Vector Hybrid Vehicle Detector satisfies all the detection requirements of the ATCS without the need for constructing additional detection infrastructure 250’-500’ in advance to the stop bar, which reduces overall system installation costs.
Additionally, Broward County, in consultation with the Broward Fire Chiefs Association, selected GTT Opticom Signal Priority System as the standardized fire-rescue preemption system for county-wide deployment. Currently, over 650 intersections are equipped with the radio/GPS-based system, and over 500 municipal fire rescue vehicles equipped with the corresponding on-board equipment, representing over 30 separate municipal fire-rescue departments. The system is also used exclusively by the Broward County Transportation (BCT) bus fleet for Transit Signal Priority, and BCT buses are equipped only with the GTT Opticom Signal Priority System onboard equipment for Transit Signal Priority.
On August 14, 2023, the Purchasing Division issued a Request for Information (RFI) Notice of Intent to designate sole source/sole brand to ascertain whether there were any other entities able to provide SynchroGreen ATCS software (Exhibit 1), GTT Opticom Signal Priority System (Exhibit 2) and Iteris Vantage Vector Hybrid Vehicle Detector (Exhibit 3). One response was received from Miovision Technologies Incorporated, who acquired Global Traffic Technologies, LLC on April 17, 2023. Based on this information, the Director of Purchasing recommends approval of this sole source, sole brand designation.
The SynchroGreen ATCS software, GTT Opticom Signal Priority System and Iteris Vantage Vector Hybrid Vehicle Detector will be required to be purchased and installed in future roadway construction solicitations. The equipment and software are critical to the efficient operation of the countywide traffic signal system and the overall safety of the citizens of Broward County.
