Summary Explanation/Background

THE FINANCE AND ADMINISTRATIVE SERVICES DEPARTMENT AND THE HUMAN RESOURCES DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

The Federation of Public Employees, a division of the National Federation of Public and Private Employees (AFL-CIO), Port Non-Supervisory Unit (“Union”) represents a bargaining unit of approximately 53 employees throughout various Port Everglades agencies.  The current Collective Bargaining Agreement (“Agreement”) provided for this unit expires on September 30, 2025.

As a result of negotiations, the parties agreed to end the current Agreement, ending in Fiscal Year 2024/2025, which includes an across-the-board wage increase of 2%. The parties negotiated a new two-year Collective Bargaining Agreement for Fiscal Years 2024/2025 and 2025/2026 (Exhibit 1). The County and the Union agreed for Fiscal Year 2024/2025 to increase the negotiated across the board wage increase from 2% to 3% within the applicable salary range and a $2,600 wage increase to base salary amount. For Fiscal Year 2025/2026, effective October 12, 2025, eligible bargaining unit employees will receive an across-the-board wage increase within the applicable salary range of 2%. These proposed increases are consistent with the increases recently approved by the Board for other bargaining units for the next two years and for the unrepresented employees for Fiscal Year 2024/2025.

Exhibit 2 summarizes the changes to the Collective Bargaining Agreement. The Collective Bargaining Agreement also provides for the following compensation related changes:

For Fiscal Year 2024/2025, effective October 13, 2024, eligible bargaining unit employees will receive a 3% and $2,600 base salary increase (within salary range).

For Fiscal Year 2025/2026, effective October 12, 2025, eligible bargaining unit employees will receive a 2% base salary increase (within salary range).

Exhibit 3 provides the fiscal impact for the aforementioned adjustments.

The Union membership successfully ratified the two-year successor Collective Bargaining Agreement on October 7, 2024. The two-year successor Collective Bargaining Agreement is being presented with staff’s recommendation for approval by the Board.
