Summary Explanation/Background
THE AVIATION DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTION.
Approval of this action will extend the PTGA from March 31, 2026, to July 31, 2026, to allow additional time for completion of the Mitigate Runway 1L-19R Crossing (Planning/ Design) (“Project”) at North Perry Airport (“HWO”).
On December 06, 2022 (Item No. 2), the Board approved the PTGA between Broward County (“County”) for Financial Project No. 449612-1-94-01 HWO. The Florida Department of Transportation (“FDOT”) committed to 80% participation of the cost, up to a maximum amount of $503,200; and required County to fund all expenses in excess of FDOT’s funding, estimated to be in the amount of $125,800, while covering any Project cost overruns.
On August 22, 2023 (Item No. 7), the Board approved the First Amendment to the PTGA to decrease the Project cost to $300,000, decreasing FDOT’s total grant participation to a maximum amount of $240,000; and requiring the County to decrease its match to $60,000 while continuing to cover any Project cost overruns.
The proposed Project will reconstruct the runway crossings at Taxiways N and P along Runway 1L-19R at HWO. These airfield modifications are necessary to comply with current Federal Aviation Administration (“FAA”) design standards prescribed in FAA Advisory Circular 150/5300-13A, Change 1, Airport Design. The design services for the Project will include surveying, geotechnical investigation, paving/grading, electrical for both lighting and guidance signage, pavement striping, cost estimating, construction phasing plans, and bid support services.
This proposed Amendment for Extension (“Amendment”) does not change the cost, cost share contributions, or project scope. The Amendment will extend the PTGA expiration date to July 31, 2026. The extension is necessary to accommodate the time anticipated for procurement and the necessary bid support services.
The proposed Amendment has been reviewed by the Office of the County Attorney.
