What Action Accomplishes
A. Clarifies the procedures for submission and approval of revised landscaping and irrigation plans for right-of-way improvements on Pine Island Road from Sheridan Street to Stirling Road.

Summary Explanation/Background
THE PUBLIC WORKS AND ENVIRONMENTAL SERVICES DEPARTMENT AND THE HIGHWAY CONSTRUCTION AND ENGINEERING DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.
On March 10, 2009 (Item Nos. 3A and 3B), the Board of County Commissioners approved the Agreement between Broward County and the City of Cooper City for right-of-way beautification for Pine Island Road from Sheridan Street to Stirling Road (3A) and the Agreement among Broward County, Montera Community Development District (District) and the City of Cooper City for maintenance of landscaping and irrigation of Pine Island Road from Sheridan Street to Stirling Road (3B). Under the Right-of-Way Beautification Agreement, the City installed improvements in the median which included landscaping, and irrigation systems with the County reimbursing the City up to $100,000 for materials and labor costs. Under the Maintenance of Landscaping and Irrigation Agreement, the District is responsible for maintaining the improvements and if it fails, the City will take over the District’s responsibility.
In November 2025, the City of Cooper City expressed its desire to improve the traffic sightlines, increase the visibility of traffic signage, and enhance the aesthetics of the landscaped median by modifying the landscaping and irrigation approved by Broward County and installed in 2009.
Motion A seeks Board approval of the First Amendment to the Agreement between Broward County and the City of Cooper City for Right-of-Way Beautification for Pine Island Road from Sheridan Street to Stirling Road. This First Amendment would clarify the procedures to allow the City of Cooper City to submit for approval the revised landscaping and irrigation plans intended to improve traffic sightlines, increase traffic signage visibility, and enhance the aesthetics of the landscaped median. The revised landscaping plans shall incorporate at least 50% native species by plant types and shall comply with the Broward County NatureScape Program and Florida-Friendly Landscaping principles.
Motion B seeks Board approval of the First Amendment to the Agreement among Broward County, Monterra Community Development District and the City of Cooper City for Maintenance of Landscaping and Irrigation of Pine Island Road from Sheridan Street to Stirling Road. This First Amendment will provide explicit authority for Monterra Community Development District and the City of Cooper City to enter into a separate maintenance agreement to facilitate implementation of the terms of the Agreement and this Amendment.
