Summary Explanation/Background
THE PUBLIC WORKS DEPARTMENT AND WATER AND WASTEWATER SERVICES RECOMMEND APPROVAL OF THE ABOVE MOTION.
On March 14, 2023, Enterprise Technology Services applied for the Florida Local Government Cybersecurity Grant (“Grant Program”) administered by the Florida Digital Service (“FLDS”), on behalf of Enterprise Technology Services (“ETS”) and Broward Water and Wastewater Services (“WWS”).
On May 16, 2023, ETS and WWS were notified that the County was selected for participation in the Grant Program. On May 23, 2023 (Item No. 69), the Board authorized the County Administrator to negotiate, approve, and execute a grant agreement between Broward County and the State of Florida Department of Management Services for cybersecurity solutions, subject to review for legal sufficiency by the Office of the County Attorney.
On June 15, 2023, County Administrator negotiated, approved, and executed the grant agreement between Broward County and the State of Florida Department of Management Services for cybersecurity solutions (Exhibit 1).
In April 2024, ETS and WWS received notification from the State of Florida Department of Management Services that additional funding was available in support of the initiatives started with the initial grants and two additional Rounds were offered.
For existing partners, Round 1 offered an opportunity to continue with existing solutions; Round 2 opened the door for local governments that are either new to the program or current recipients that wish to change or expand their solutions.
On May 10, 2024, ETS and WWS were notified that the County was selected for participation in the Grant Program (Exhibit 2). On May 23, 2024 (Item No. 69), the Board authorized the County Administrator to negotiate, approve, and execute a grant agreement between Broward County and the State of Florida Department of Management Services for cybersecurity solutions, subject to review for legal sufficiency by the Office of the County Attorney. A signed grant agreement was returned to FLDS by June 27, 2024, for Round 1 (Exhibit 3).
FLDS set a deadline of May 31, 2024, to apply for additional grant funding for Round 2. The award for the Round 2 grant is expected in October 2024. WWS participated in Round 2 as a current recipient and indicated its desire to expand its solution.
If selected for participation in Round 2, WWS will receive licenses, through a State-selected provider, for certain cybersecurity solutions. This grant will continue to support cybersecurity initiatives for endpoint-based asset discovery, network-based asset discovery, external-facing asset discovery, endpoint detection and response, and security operations platform, including software and services associated with a Security Operations Center for both Rounds.
The proposed grant agreement will be reviewed and approved for legal sufficiency by the Office of the County Attorney prior to execution.
