Why Action is Necessary
A. B. and C. In accordance with the Broward County Procurement Code, Section 21.47, Award and Execution Authority, the Board of County Commissioners’ approval is required for threshold increases above the $500,000 award authority of the Director of Purchasing.
What Action Accomplishes
A. B. and C. Provides additional funding threshold to ensure timely issuance of job orders for construction-related projects based on pre-priced tasks established in the Construction Task Catalog annually and throughout the duration of the contracts.

Summary Explanation/Background
THE PUBLIC WORKS DEPARTMENT/FACILITIES MANAGEMENT DIVISION RECOMMENDS APPROVAL OF THE ABOVE MOTIONS.
The purpose of the Job Order Contract (JOC) is to provide means for the timely issuance of job orders for construction maintenance, renovations, repairs, and minor new construction projects for County-owned facilities based on pre-priced tasks established in the Construction Task Catalog (CTC). Minor new construction is defined as an improvement to an existing structure or building, or an extension of infrastructure or utilities. Each task in the CTC is priced based upon the County’s rates and includes the cost of mobilization, labor, insurance, bonding, security badging, materials, tools, scaffolding, incidentals, and equipment necessary to accomplish the task.
On January 21, 2021, the Director of Purchasing, through the clean low bid process, awarded Contract No. PNC2119543C1_2 Job Order Contract Open Market to Lee Construction Group, Inc. with an initial two-year term, including three optional one-year renewals, for a potential five-year maximum award amount of $11,875,000.
On January 21, 2021, the Director of Purchasing, through the clean low bid process, awarded Contract No. PNC2119543C1_4 Job Order Contract Open Market to the Lee Construction Group, Inc. with an initial two-year term, including three optional one-year renewals, for a potential five-year maximum award amount of $11,875,000.
On March 9, 2021, the Director of Purchasing, through the clean low bid process, awarded Contract No. PNC2119543C1_7 Job Order Contract Certified Business Enterprise to Florida Palm Construction, Inc. with an initial two-year term, including three optional one-year renewals, for a potential five-year award amount of $11,875,000.
On May 23, 2023, the Board approved a threshold reallocation from Contract No. PNC2119543C2_1 Job Order Contract with Lanzo Construction Company Florida to Contract No. PNC2119543C1_2 Job Order Contract Open Market with Lee Construction Group, Inc. in the amount of $9,500,000, increasing the potential five-year maximum contract amount to $21,375,000.
On May 7, 2024, the Board approved a threshold increase for Contract No. PNC2119543C1_2 Job Order Contract Open Market with Lee Construction Group, Inc. in the amount of $2,707,000, increasing the potential five-year maximum contract amount to $24,082,000.
The requested threshold increases allow sufficient threshold to meet the high demand for the remaining contract terms of the JOCs through January 20, 2026.
