Summary Explanation/Background
THE PARKS AND RECREATION DIVISION RECOMMENDS APPROVAL OF THE ABOVE MOTION.
The Hollywood North Beach Mooring Field project (Project) includes both marine construction and upland site construction at the Loggerhead Park site of Hollywood North Beach Park. Marine construction includes dredging and landfill disposal of approximately 12,000 cubic yards of waterway bottom sediments, construction of 29 boat mooring slips, and aluminum floating docks. Upland site construction includes an 800 square foot services building, sitework with concrete sidewalks, site water/sewer/electric service, site lighting, decorative aluminum picket fencing, and landscaping.
On December 6, 2022 (Item No. 58), the Board enacted an ordinance for establishment of the Loggerhead Park Mooring Field which will allow the County to better regulate transient boaters and derelict vessels in the area and will also allow for the recreational use of mooring spots by transient boaters through permitted registration. As such, a solicitation was advertised by the Purchasing Division (Solicitation No PNC2127029C1), and bids were received on November 17, 2023. Additional funding in the amount of $2,340,000 is needed to award the construction contract and complete the processing of Federal, State, and County regulatory agency permits.
The County has secured grant funding from three agencies - Florida Inland Navigation District, Florida Fish and Wildlife Conservation Commission, and the Broward Boating Improvement Program - in the aggregate amount of $2,863,348 to design, permit, and construct the Project. Historically, the County has invested about $2.06 million of General Capital Outlay Funds into the Project, for a total Project investment to date of about $5 million.
As a note, reimbursement of $1,628,350 of the Florida Inland Navigation District Phase II grant funding for construction requires completion of grant elements prior to September 30, 2024.
