Summary Explanation/Background
THE HUMAN SERVICES DEPARTMENT AND THE BROWARD ADDICTION RECOVERY DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
This action supports the Commission’s value of “building partnerships and working collaboratively with others to meet shared objectives,” and the goal of "delivering accessible human services that holistically address the whole person collaboratively and compassionately." Approval of these actions will enable Broward County to continue providing community-based substance use disorder treatment services through MAT Program services to eligible adult residents served by BARC.
The Florida Alcohol and Drug Abuse Association Inc. (“FADAA”), incorporated in 1981, is a 501(c)3 non-profit membership association representing substance use disorder prevention and treatment providers, managing entities, and community anti-drug coalitions. FADAA's mission is to serve its members by advancing addiction and co-occurring treatment, prevention, and research through communications, professional development, and public policy leadership. FADAA is a subsidiary of and the services association arm of the Florida Behavioral Health Association, the state’s largest trade association representing community treatment providers with a united voice. FADAA is contracted by the Office of State Courts Administrator (“OSCA”) to establish the OSCA Vivitrol Program, enabling providers to access the medication through funding and training. Broward County has received FADAA pass-through funding since December 2017.
On August 1, 2024, the Deputy County Administrator executed the FADAA Contract No. OSCAFAD202425-10 (“Underlying Agreement”), attached as Exhibit 2, on behalf of the Commission during summer recess for the grant year ending June 30, 2025. This awarded a total of $351,000 to BARC for MAT Programs A and B services, treating patients with alcohol, opioid, or a combination of alcohol and opioid use disorders, patient screenings, medical assessments, medication administration, readmission screening, readmission medical assessment, and lab work.
The Underlying Agreement was fully executed August 5, 2024, with an effective date of July 1, 2024. MAT program services continued uninterrupted between July 1, 2024 and August 4, 2024 and payment for these services totaling $29,920 were reimbursed to Broward County. FADAA requires this Settlement Agreement (Exhibit 1) for their records.
Executing this Settlement Agreement will allow FADAA to issue their Fiscal Year 2025-2026 grant award in a timely manner preventing any potential gaps in funding.
The Settlement Agreement is in FADAA’s format and has been reviewed and approved as to form by the Office of the County Attorney.
