Summary Explanation/Background

THE PURCHASING DIVISION AND THE TRANSPORTATION DEPARTMENT RECOMMEND APPROVAL OF THE ABOVE MOTION.

This item supports the Board’s Connected Community Goals, “Prominently marketing Broward County as a brand, while increasing public understanding of programs and services,” and, “Cooperatively delivering an efficient and accessible regional intermodal transportation network.”

The Office of Economic and Small Business Development (OESBD) determined that this project will not contain goals for County Business Enterprise (CBE) due to the project being revenue-generated (Exhibit 2).

On October 5, 2021 (Item No. 40), the Board approved Request for Proposals (RFP) No. TRN2122974P1, Transit Advertising Program.

On January 23, 2024 (Item No. 55), the Board approved the final ranking of the single-ranked firm, Vector Media. After delays resulting from a protest, administrative appeal, and appellate review, negotiations were conducted and have resulted in an agreement that provides minimum guaranteed revenue to the County of $3,200,000 during the initial three-year term, with minimum media trade value of $750,000 over that same period. The agreement provides an opportunity to increase revenue to the County by extension of the agreement and if advertising revenue exceeds the minimum guaranteed amount through a revenue-sharing arrangement based on a tiered percentage split on total net collections (Exhibit 1).

The purpose of this agreement with Vector Media, a qualified firm, is to provide revenue-generating advertising services for the Broward County Transportation Department’s (BCT’s) buses on which Florida Department of Transportation (FDOT) funds are not expended and in other designated areas in a manner acceptable to the County and consistent with Florida law. The selected firm will furnish all labor, materials, equipment, services, and incidentals to provide advertising services that generate revenue from the sale of commercial advertising on vehicles and facilities in a manner acceptable to the County.

The revenue from this agreement is intended to assist BCT in carrying out its mission to enhance public transit services.

The initial term of this agreement will be effective upon date of execution and will continue for three years after that date, with potential for up to two one-year extensions thereafter.
