Summary Explanation/Background

THE AVIATION DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTION.

 

This action allows BCAD to accept additional grant funding from FDOT for the Planning and Design of the Rehabilitation of Taxilane T (“Project”) at FLL.

 

On April 21, 2020 (Item No. 2), the Board approved the FDOT Public Transportation Grant Agreement (“PTGA”) for Financial Project No. 436397-1-94-01 to accept grant funding for the Rehabilitation of the Taxilane T Project. FDOT committed to 50% participation, estimated to be $312,500 of the total cost of the grant phase in this PTGA, and required Broward County (“County”) to fund all expenses in excess of FDOT’s funding, estimated to be $312,500 while continuing to cover any Project Cost overruns.

 

On January 25, 2022 (Item No. 63), the Board approved the First Amendment to the PTGA to increase the Project Cost up to a maximum amount of $858,000 to assist with planning and design services. FDOT committed to 50% participation of the Project, estimated to be $429,000, and required the County to increase its match to $429,000 while continuing to cover any Project Cost overruns.

 

Taxilane T, constructed in early 2002 with a design life of approximately twenty years, is an instrumental element on the airfield as it serves as the primary circulator for aircraft traffic near Terminals 1, 2, 3, and 4 (“Terminals”) at FLL. Taxilane T is nearing the end of its design life and is exhibiting distresses such as depression, raveling, rutting, weathering, corrugation, and longitudinal and transverse cracking. Rehabilitation of Taxilane T is needed to prevent disruptions to aircraft operations which could result in delays and would require re-routing of traffic at FLL.

 

The Project will require careful planning, design, and phasing to mitigate impact on aircraft movements around the Terminals. The initial design phase, the Program Verification Phase, has been completed. In early 2023, the Project will start the full design phase, which will include rehabilitation and partial reconstruction of Taxilane T with an estimated duration of 9-12 months. The rehabilitated Taxiway T will allow for enhanced and safe traffic operations around all Terminals at FLL.

 

The proposed Second Amendment to the PTGA provides additional grant funding for design services for the Project at FLL. The total cost of the project is estimated to be $1,200,000. The County will fund all expenses for the project in excess of FDOT’s funding, estimated to be $600,000 or 50% of the total Project Cost while continuing to cover any Project Cost overruns.

 

The proposed PTGA has been reviewed and approved as to form by the Office of the County Attorney. The PTGA does not include the County's standard Agreement provisions, as FDOT requires the County to use its form Agreement. FDOT will execute the Amendment after Board approval.
