Why Action is Necessary

Broward County Board of County Commissioners (“Board”) approval is required to approve a grant agreement with the Federal Aviation Administration (“FAA”) and authorize execution by the Director of Aviation.

 

What Action Accomplishes

Approves the acceptance of an FAA Grant for Airport Improvement Program (“AIP”) Project No. 3-12-0029-XXX-2025 to provide federal grant funding and authorizes the Director of Aviation to execute the grant for the construction of Taxiway M Pavement Rehabilitation project (“Project”) at Broward County’s North Perry Airport (“HWO”), subject to legal review and approval.

Summary Explanation/Background

THE AVIATION DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTION.

 

This action approves the acceptance of an FAA Grant for AIP Project No. 3-12-0029-XXX-2025 to provide federal grant funding and authorizes the Director of Aviation to execute the grant for the project at HWO.

 

Taxiway M is parallel to and north of Runway 10R-28L at HWO, and it is approximately 35 feet wide by 3,250 feet long. The proposed project is required for pavement rehabilitation of the taxiway, as well as the realignment of taxiway connectors M1 and M3 to meet current FAA criteria. The pavement overlay of Taxiway M will enhance the airfield's overall safety and operations at HWO by improving the airfield pavement and re-aligning the connectors to current FAA design standards.

 

The total construction cost for the Project (“Construction Cost”) is estimated to be $4,852,321. The FAA will fund up to a maximum amount of $4,609,705 of the Construction Cost. All remaining expenses for the construction of the Project will be funded by the Florida Department of Transportation, estimated to be in the amount of $49,737, and Broward County, estimated to be in the amount of $192,879, while covering any Project cost overruns.

 

The FAA did not provide the grant agreement to Broward County at the time of submission of this item. Upon receipt of the FAA Grant Agreement, the Broward County Aviation Department will send to the Board as additional material prior to its consideration of this action. The typical FAA Grant Agreement does not include the County's standard agreement provisions because the FAA requires the County to use its standard grant agreement.
