MOTION TO AUTHORIZE Director of Purchasing to negotiate and execute a First Amendment to the Control Room System Furniture Participating Addendum between Broward County and Russ Bassett Corp., in the amount of $2,506,000, pursuant to the State of Florida Department of Management Services Alternate Contract Source No. 43190000-22-NASPO-ACS (Agreement), increasing the maximum not-to-exceed amount from $250,000 to $2,756,000 and extending the term of the Agreement for up to two additional one-year periods, subject to review and approval for legal sufficiency by the County Attorney’s Office; and authorize the Director of Purchasing to issue any purchase orders or other purchase documents necessary to effectuate the purchase of 9-1-1 dispatch flex console workstation furniture products and services for the County’s South and Central Public Safety Answering Point locations.

Why Action is Necessary
MOTION A: In accordance with Broward County Procurement Code, Section 21.26, non-standardized Sole Brand procurements above the award authority of the Director of Purchasing must be approved by the Board.
MOTION B: In accordance with Broward County Procurement Code, Section 21.47(a), Award and Execution Authority, the Board shall make all awards, and authorize the execution of the associated contracts, with a value of more than $500,000, inclusive of the value of any renewals or extensions provided for in the contract.

MOTION A: Designates Russ Bassett dispatch flex console workstation as the sole brand to replace aged existing Russ Bassett workstations.

Summary Explanation/Background
THE PURCHASING DIVISION AND THE OFFICE OF REGIONAL COMMUNICATIONS AND TECHNOLOGY (ORCAT) RECOMMEND THE ABOVE MOTIONS.
The purpose of this sole brand approval is to designate Russ Bassett Corp.’s dispatch flex console workstation furniture as a sole brand, and authorize an amendment to the Agreement, for the purchase, installation, and maintenance of new workstations. The procurement is to replace aging workstations at the County’s South and Central Regional Public Safety Answering Point (PSAP) locations; the North PSAP will also utilize Russ Bassett workstations (through the Construction Management Division’s project).
Designating the Russ Bassett dispatch flex console workstation furniture products and services as a sole brand for County Regional PSAPs ensures operational consistency, uniformity, and compatibility throughout the emergency response centers.
On July 1, 2025, the Purchasing Division issued a Request for Information (RFI) Notice of Intent to designate sole brand to ascertain whether there are any other entities able to provide 9-1-1 dispatch console furniture products and services to ORCAT’s PSAP locations. There were no responses received to the RFI. The Director of Purchasing recommends approval of the sole brand designation for Russ Bassett dispatch workstation console furniture products and services (Exhibit 1).
The State of Washington RFP No. 00318, Public Safety Communication Equipment, Services, and Solutions was a competitively solicited Request for Proposal (RFP) by the Washington State Department of Enterprise Services. The RFP was issued on November 16, 2020, and closed on February 8, 2021. The solicitation allowed for multiple vendor awards by category, sub-category, and solution. The term is effective July 1, 2021, through December 31, 2026, with an optional 24-month renewal.
The State of Florida, through its Department of Management Services, awarded Alternate Contract Source No. 43190000-22-NASPO-ACS to permit Florida and local government entities to purchase products and services under the contract between the State of Washington and Russ Bassett Corp. The term was effective January 1, 2022, through December 31, 2026, and has two years of renewals available.
On October 24, 2025, the Director of Purchasing executed a Participating Addendum between Broward County and Russ Bassett for the Broward County Aviation Department in the amount of $250,000 for a term of 15 months pursuant to Contract No. 43190000-22-NASPO-ACS Public Safety Communications Products, Services, and Solutions. The amendment will increase the maximum not-to-exceed amount from $250,000 to $2,756,000 and extend the term of the Agreement for up to two additional one-year periods.
