What Action Accomplishes
Approval of Motions A, B, and C provides funding to support and enhance behavioral health services to specified youth and provide support services to the youths’ families/caregivers.
Approval of Motion D waives the existence of any conflict arising under Section 112.313(7)(a), Florida Statutes, as authorized under applicable law.

Summary Explanation/Background
THE HUMAN SERVICES DEPARTMENT AND THE COMMUNITY PARTNERSHIPS DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.
These actions support the Commission’s value of “building partnerships and working collaboratively with others to meet shared objectives” and the goal of “delivering accessible human services that holistically address the whole person collaboratively and compassionately.” Funding will assist with building sustainable cross-systems infrastructure and evidence-based services capacity to improve mental health outcomes for children ages four through 11 years, at risk for and with SED and their families, with emphasis on underserved and minority populations, specifically Black and Hispanic children, and their families.
On March 17, 2023, the Human Services Department, in collaboration with the Broward Behavioral Health Coalition, Inc., (“BBHC”), applied to SAMHSA for the funding of OCP4. The funding supports the goal of achieving youths’ mental health wellness while keeping them in the least restrictive environment with the support and participation from their families. On September 14, 2023, SAMHSA issued a notice of award for the OCP4 project in the two-year grant amount of $2,000,000. In addition, the two-year OCP4 project includes $33,702 in-kind match from Broward County and $668,000 external match, for a two-year aggregate total of $2,701,702 (Exhibit 1). The Grant Agreement will be reviewed for legal sufficiency by the Office of the County Attorney prior to execution by the County Administrator.
The OCP4 grant provides Broward the opportunity to expand the existing System of Care into a younger population of focus, building capacity for early identification of children at risk for and with serious emotional disturbances, ensuring equitable access to, and benefits from, needed services and supports by supporting systems level change. The annual grant amount is $1,000,000. The amount of $930,818 will be allocated to BBHC and $69,182 will be retained by Broward County to oversee the grant. Broward County is annually providing $16,851 for an in-kind match of staff time, for an aggregate annual project amount of $1,016,851 (Exhibit 2). The Children's Services Council of Broward County is providing non-federal, annual external match to the OCP4 grant program in the amount of $334,000. The aggregate annual project amount is $1,350,851 (Exhibit 3).
The OCP4 grant program will be administered by Broward County, and subrecipient BBHC will provide program oversight and coordination of services under an Agreement with County. Funds from the SAMHSA OCP4 grant will address direct service interventions, peer support, capacity building, training, program evaluation, equipment, and social marketing. The Children and Families Leadership Association, comprised of community stakeholders, will provide guidance during the grant period. Retroactive approval is requested as Broward County received the Notice of Award on September 14, 2023. The Agreement will be reviewed for legal sufficiency by the Office of the County Attorney prior to execution by the County Administrator.
Approval of this item would give rise to certain employment conflicts under Section 112.313(7)(a), Florida Statutes, which provides that "no public officer... shall have or hold any employment or contractual relationship with any business entity... which is... doing business with an agency of which he or she is an officer or employee." In accordance with 112.313(12), Florida Statutes, Commission approval is required to waive any conflict of interest arising under Section 112.313(7)(a), Florida Statutes. An effective waiver requires two-thirds vote of the Commission after disclosure of the conflicting relationship (Motion D) in accordance with Section 112.313(12), Florida Statutes. Form 4A, Disclosure of Business Transaction, Relationship, or Interest, is attached to this report as Exhibit 4 and constitutes full disclosure of any existing conflict.

The SAMHSA OCP4 grant award is a two-year amount of $2,000,000 in grant funding, $33,702 in-kind match from Broward County, and $668,000 of in-kind external match, for a two-year aggregate total of $2,701,702, not to exceed a two-year aggregate total of $3,000,000, beginning September 30, 2023, through September 29, 2025. Of the annual grant award, $930,818 will be allocated to BBHC and $69,182 will be retained by Broward County to oversee the grant. Broward County will provide non-federal match in the annual amount of $16,851 for in-kind staff time, for an aggregate annual amount of $1,016,861 within the SAMHSA OCP Grant Fund.
