Summary Explanation/Background
THE HUMAN SERVICES DEPARTMENT AND THE COMMUNITY PARTNERSHIPS DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
This action supports the Commission's value of “building partnerships and working collaboratively with others to meet shared objectives” and the goal of “delivering accessible human services that holistically address the whole person collaboratively and compassionately.” The Amendments update Agreements with specified Ryan White providers to add one additional program to provide Medical Transportation for PWH in Broward County who need assistance attending HIV care-related appointments. This change is necessary due to Clients’ increased needs. Amending the Agreements will allow for improvement in meeting the needs of those Clients by removing a barrier to care.
On October 15, 2019 (Item No. 7), the Commission approved Broward County’s grant application to the U.S. Department of Health and Human Services, Health Resources and Services Administration (“HRSA”) for Ending the HIV Epidemic: A Plan for America (“EHE”) - Ryan White HIV/AIDS Program funds for services to reduce new HIV infections and expand the provision of services to PWH in Broward County. The Commission subsequently approved the appropriation and disbursement of EHE funds on August 25, 2020 (Item No. 2), March 9, 2021 (Item No. 9), June 1, 2021 (Item No. 10), February 22, 2022 (Item No. 7), February 21, 2023 (Item No.9) and February 6, 2024 (Item No. 8). The funding for these Medical Transportation services will be reallocated from the amount retained by Broward County for project expenses that was approved by the Commission on February 6, 2024 (Item No. 8).
Broward County received a partial Notice of Award (“NoA”) for the fiscal year 2024-2025 on January 23, 2024. Receipt of the full NoA is anticipated before the end of June 2024. The Amendments will add the Ryan White HIV/ AIDS Program Ending the HIV Epidemic - Integrated Primary Care and Behavioral Health (Medical Transportation) program to the specified Ryan White Agreements (Exhibit 1). The Amendments will be reviewed and approved for legal sufficiency by the Office of the County Attorney prior to execution by the County Administrator.
