Title: A. Why Action is Necessary

Broward County Board of County Commissioners (“Board”) approval is required for the execution of an amendment to a PTGA with FDOT and to recognize unanticipated grant revenues.

 

What Action Accomplishes

Budgets grant revenues to support a portion of the Port Everglades Southport Upland Cargo Improvements Project, and matching funds are budgeted in the Port’s five-year capital program.

Summary Explanation/Background

THE PORT EVERGLADES DEPARTMENT RECOMMENDS APPROVAL.

 

This action supports the Broward County Board of County Commissioners’ (“Board”) Value of “Building partnerships and working collaboratively with others to meet shared objectives,” and the Goal of “Ensuring economic opportunities and a sustainable economy, with an emphasis on Broward’s lower and middle class.”

 

On August 25, 2022 (Item No. 9), the Board approved a Public Transportation Grant Agreement (“PTGA”) between Broward County and the Florida Department of Transportation (“FDOT”) for Financial Project No. 449838-1-94-01 for partial funding of the costs associated with the Port Everglades Southport Upland Cargo Improvements (Phase 9A) Project (“Project”). The PTGA approved a Project cost of up to $7,400,000 for Fiscal Year 2022-2023 and provided grant funding from FDOT to Broward County in the amount of the lesser of $3,700,000 or 50% of the Project cost.  The County was required to provide the greater of $3,700,000 or 50% of the Project cost.

 

FDOT has approved for Fiscal Year 2023-2024 the disbursement of an additional $300,000 (total FDOT contribution not to exceed 50% of total eligible cost) under this PTGA Amendment No. 1, which requires matching funds from the County in the amount of $300,000 (50% of total eligible cost), bringing the total grant funding to $4,000,000 or 50% of the Project cost, with a total Project cost under this PTGA of $8,000,000.

 

The Port Everglades Southport Upland Cargo Improvements Project includes construction of an approximately 23-acre container yard (Phase 9A) in Southport. This project is one of the elements linked to the Southport Turning Notch Expansion (STNE) Project. This container yard is being constructed in the former location of the Port's Foreign Trade Zone No. 25, which has been relocated to the Port Everglades International Logistics Center (“PE-ILC”) located on the west side of McIntosh Road. Some additional land that was excavated as part of the STNE Project is included in the total container yard acreage.

 

Amendment No. 1 to the PTGA has been reviewed and approved as to form by the Office of the County Attorney.
