MOTION TO APPROVE Contract No. JA126-15-2026 between Areawide Council on Aging of Broward County, Inc. and Broward County, in a total amount to the County not to exceed $34,999, effective January 1, 2026, through December 31, 2026, to provide caregiver training and support services to eligible Broward County residents; authorize the County Administrator to execute amendments to the Contract, subject to legal sufficiency review and approval by the County Attorney’s Office, provided such amendments do not impose any additional financial obligations on the County; and authorize the County Administrator to take all necessary administrative and budgetary actions to implement the Contract.

Summary Explanation/Background
THE HUMAN SERVICES DEPARTMENT AND THE ELDERLY AND VETERANS SERVICES DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
This action supports the Commission’s value of “building partnerships and working collaboratively with others to meet shared objectives” and the goal of “delivering accessible human services that holistically address the whole person collaboratively and compassionately.” This Contract funds caregiver training and support services for eligible Broward County residents who are family caregivers of eligible seniors or eligible grandparents who are family caregivers.
The Elderly and Veterans Services Division (“EVSD”) has served as Broward County’s lead agency for aging services since 1986. Through Contract No. JA126-15-2026 (Exhibit 1), EVSD will provide caregiver training and support services to eligible Broward County residents under Title IIIE of the Older Americans Act (“OAA”). Priority will be given to family caregivers who provide in-home care for residents with Alzheimer’s disease or related disorders.
Although no specific target outcomes are required, EVSD will document the percentage of caregivers who self-report confidence in their ability to continue providing in-home care after service intervention.
Funding for this Contract is supported by OAA Title IIIE dollars distributed locally by the State of Florida Department of Elder Affairs through the Areawide Council on Aging of Broward County, Inc. (“Council”) and by the Council’s match dollars.
Retroactive approval is requested because both the Master Contract No. JM026-15-2028 and Contract No. JA126-15-2026 are being considered simultaneously by the Commission, with Contract No. JA126-15-2026 contingent upon the approval of the Master Contract.
The Contract is in the Council’s format and has been reviewed and approved as to form by the County Attorney’s Office. The Council will execute the Contract after the Commission’s approval.

The Council will reimburse Broward County a total amount of $34,999 for services provided during the Contract’s term of January 1, 2026, through December 31, 2026. The Contract does not require any cash or in-kind match from Broward County. This Contract is utilizing the budget authority of the Broward County Fiscal Year 2026 Adopted Budget.
