Why Action is Necessary
In accordance with the Broward County Procurement Code, Section 21.47.a, Award and Execution Authority, Board approval is required for awards exceeding $500,000, inclusive of the value of any renewals or extensions provided for in the contract.
What Action Accomplishes
Provides additional $4,000,000 funding threshold for replacement parts to support maintenance and repair of the Transportation Department’s (BCT) bus fleet for the remaining term of the contract.

Summary Explanation/Background
THE TRANSPORTATION DEPARTMENT AND THE PURCHASING DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
The Office of Economic and Small Business Development reviewed the scope of work and determined that this project will not contain race-conscious goals for Disadvantaged Business Enterprises. The goal assignment for this project is race-neutral because federal funds are being utilized (Exhibit 1).
The Broward County Transportation Department (BCT) is requesting an increase to the contract threshold in the estimated amount of $4,000,000 (Exhibit 2) for a new contract threshold of $26,500,000. The threshold increase is needed to ensure necessary parts are available to keep buses operational until a new contract is in place.
As background, on August 24, 2021, Item No. 53, the Board awarded Contract No. TR2122622B1 to 17 vendors in the estimated annual amount of $6,500,000, including two one-year renewals, for a three-year potential estimated amount of $19,500,000. By having multiple sources, this contract provides a cost-effective way to procure repair parts for Transit buses. On May 2, 2023, Item No. 12, the Board approved a threshold increase in the amount of $3,000,000 for a revised contract amount of $22,500,000.
This additional request for an increase is due to an aging fleet, 2018-2021 buses that are currently out of warranty, and price inflation. As of February 13, 2024, the current expenditures on the contract were $19,304,833, with $3,195,167 remaining.
Currently, Solicitation No. TRN2127677B1 is advertised on Periscope S2G to replace the expiring contract.
