Summary Explanation/Background
THE HUMAN SERVICES DEPARTMENT AND THE BROWARD ADDICTION RECOVERY DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
This action supports the Commission’s value of “building partnerships and working collaboratively with others to meet shared objectives,” and the goal of "delivering accessible human services that holistically address the whole person collaboratively and compassionately." Approval of the Amendment enables Broward County to continue providing community-based substance use disorder (“SUD”) treatment and recovery services to eligible adult residents served by BARC.
The Broward Behavioral Health Coalition, Inc. (“BBHC”) is the contracted managing entity under the Florida Department of Children and Families that provides day-to-day operational delivery of behavioral health services, including SUD treatment, in Broward County. BBHC subcontracts SUD treatment services to BARC and other community providers.
BBHC’s Peer Navigation Program was implemented in response to the statewide 4DX initiative, which aims to reduce recidivism among individuals admitted to acute care, crisis stabilization, or detoxification units. This program includes embedding a CCT into each high level of care unit funded by BBHC.
BBHC’s original Contract No. 34346-26 effective July 1, 2026 did not have any provisions for CCT services. On July 16, 2026, the Deputy County Administrator executed BBHC Contract No. 34346-26 (Exhibit 2) on behalf of the Commission during summer recess for the grant period ending June 30, 2027. At that time, no funding was allocated toward the CCT program which continued through and concluded on September 30, 2026. This Amendment now provides funding for CCT services rendered.
Amendment 01 (“Amendment”) (Exhibit 1) reimburses Broward County in the amount of $37,500 for CCT services provided to BARC clients between July 1, 2026 and September 30, 2026, and increases the total Fiscal Year funding to $3,462,455 by adding $37,500 to Other Cost Accumulator MS011. The total County match requirement is 11.5% or $398,730.
This Amendment is in BBHC’s format and has been reviewed and approved as to form by the County Attorney’s Office.
