Why Action is Necessary
Section 1-88 (a)(9) of the Broward County Code of Ordinances requires that the Broward County Board of County Commissioners (“Board”) approve the artist’s design proposal when the art budget for the artwork portion of the capital improvement project total is $100,000 or more.
What Action Accomplishes
This action approves the design proposal from Lachlan Turczan and Kevin Izard for the development of an agreement with them to finalize the design and proceed with the fabrication and installation of the artwork.

Summary Explanation/Background
THE BROWARD COUNTY AVIATION DEPARTMENT, THE BROWARD COUNTY CULTURAL DIVISION, AND THE BROWARD COUNTY CULTURAL COUNCIL RECOMMEND APPROVAL OF THE ABOVE MOTION.
This item supports the Board’s Healthy Community Goal of cultivating community culture, arts, recreation, and life-long learning.
This action approves the design proposal from artists Lachlan Turczan and Kevin Izard, who were competitively selected from a pool of 69 artists that responded to a national Call to Artists for the Terminal 2 Water Feature Artwork Project at the Fort Lauderdale-Hollywood International Airport.
The artwork is a contemporary water feature that offers a calming and soothing effect on passengers and creates a fun, attractive focal point that enhances the overall ambiance of the terminal (Exhibit 1). The artwork site is located on the Departures Level of Terminal 2, immediately beyond the Transportation Security Administration checkpoint. This highly visible site is at a busy intersection where the future Terminal 1 corridor will connect to Terminal 2 and is along the circulation corridor leading to the entrance to Concourse D in Terminal 2.
The artists’ design proposal was approved by the Aviation Artist Selection Panel on August 21, 2024, the Public Art and Design Committee on September 11, 2024, and the Broward Cultural Council on November 7, 2024.
If approved, this item will approve the artists’ design proposal for the Terminal 2 Water Feature Artwork project in an amount not to exceed $350,000 ($330,000 for art and $20,000 for contingency).
