Summary Explanation/Background
PUBLIC WORKS DEPARTMENT/HIGHWAY CONSTRUCTION AND ENGINEERING DIVISION RECOMMENDS APPROVAL OF THE ABOVE MOTIONS.
Pine Island Road from SW 36 Street to Nova Drive is a County road in the Town of Davie. The Town of Davie desires to improve Broward County right-of-way along Pine Island Road from SW 36 Street to Nova Drive through illumination and beautification of the trafficway with participation from Broward County. These improvements will be in conjunction with Broward County’s reconstruction project of Pine Island Road from SW 36th Street to Nova Drive. Design is currently 90% complete and construction is scheduled to be advertised in the third quarter of 2025.
Motion A seeks Board approval of an Illumination Agreement (“Illumination Agreement”) between Broward County (“County”) and the Town of Davie for a lighting system along Pine Island Road from SW 36 Street to Nova Drive (Exhibit 1). Under the proposed Illumination Agreement, the County will be responsible for the design and installation of the lighting system and upon project completion, the Town of Davie will be responsible for the associated maintenance and repairs, including all utility costs. As part of the County’s reconstruction project, the design and installation cost of the lighting system is estimated at $900,000.
Motion B seeks Board approval of a Beautification Agreement (“Beautification Agreement”) between Broward County (“County”) and the Town of Davie for trafficway beautification along Pine Island Road from SW 36 Street to Nova Drive (Exhibit 2). Under the proposed Beautification Agreement, the County will be responsible for the design and installation of the landscaping and irrigation improvements and upon project completion, the Town of Davie will be responsible for the operation, maintenance, and repair of the improvements, including utility costs. The landscape improvements shall incorporate a minimum 50% native species by plant types and shall follow the Broward County NatureScape program and Florida-Friendly Landscaping principles. As part of the County’s reconstruction project, the design and construction cost of the beautification improvements is estimated at $1,615,000.
The County can terminate the Trafficway Illumination and Beautification Agreements with or without cause.
Both the Trafficway Illumination and Beautification Agreements have been reviewed and approved as to form by the Office of the County Attorney.
