Action was taken to accept the FDOC CDBG-MIT Agreement No. MT124 via Resolution No. 22-1874, Agenda Item No. 27 on December 13, 2022.

 

Summary Explanation/Background

The U.S. Department of Housing and Urban Development (HUD) awarded the Florida Department of Economic Opportunity (DEO) $633,485,000 through the Community Development Block Grant Mitigation (CDBG-MIT) program. This funding supports long-term mitigation efforts for federally declared disasters in 2016 and 2017. Grants were competitively awarded to HUD-designated Most Impacted and Distressed (MID) areas, with a focus on benefiting low-to-moderate income (LMI) communities.

 

The DEO-now the Florida Department of Commerce (DOC)-allocated the funds as follows:

 

• Critical Facility Hardening Program: $75,000,000

• General Planning Support Program: $20,000,000

• General Infrastructure Program: $475,000,000

• State Planning and Administration: $63,485,000

 

Broward County received $16,676,000 to implement a green infrastructure stormwater system. This project aims to enhance on-site infiltration, storage, groundwater recharge, and runoff treatment, helping to reduce pollutant discharge, flooding, and downstream erosion in compliance with Florida Administrative Code Rule 62-40.431.

 

As a subrecipient of CDBG-MIT funding, Broward County must adopt and submit a policy manual, via approved resolution, prior to project implementation. It is the responsibility of the County to ensure policies are in place before any funds are obligated or disbursed.

 

As a condition of the grant agreement, this action is necessary to adopt a formal policy manual as the county’s governing document for CDBG-MIT and CDBG-DR programs administered by the Florida Department of Commerce (FDOC). This certifies that the County has complied with federal and state regulations, including 2 CFR 200 (Uniform Administrative Requirements), HUD guidelines, and FDOC-specific requirements.

 

Failure to adopt this policy could place the County’s current and future federal and state funding at risk.
