Summary Explanation/Background
THE PURCHASING DIVISION, THE BROWARD OFFICE OF THE INSPECTOR GENERAL, AND THE PROFESSIONAL STANDARDS & HUMAN RIGHTS SECTION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.
The purpose of this action is to designate the most reasonable source, WingSwept, LLC, as the software developer of the Case Management and Tracking System Software (CMTS), and the sole source for the purchase and maintenance of same; and to authorize the Director of Purchasing to negotiate and execute an amendment to the current Agreement.
On January 23, 2018, (Item No. 38), the Board approved Request for Proposals (RFP) TEC2114786P1, investigative management system for the Broward Office of the Inspector General (OIG) and the Office of the County Administrator. The proposed system shall be capable of tracking and managing all inquiry and investigation matters through their duration. The OIG’s goal was to improve the economy, efficiency, and effectiveness of its operations. This Agenda Item requested approval to permit agencies to procure CMTS for their own use. On May 22, 2018, (Item No. 47 B.), the Board authorized the Director of Purchasing to negotiate and execute the final negotiated agreement. The Agreement was awarded by the Director of Purchasing on October 24, 2018, in the amount of $215,000.
On September 20, 2022, the Director of Purchasing executed a First Amendment to the Agreement to acquire licenses and services for Professional Standards and Human Rights Section (PSHRS), in the amount of $110,000 for a revised total agreement of $325,000.
A Second Amendment is currently being developed to extend the contract for five annual renewals. In addition to the OIG and PSHRS, the Housing Options Solutions Support Division (HOSSD) will also be acquiring licenses and services.
The Second Amendment, in the estimated amount of $618,000, includes: OIG: $240,000; PSHRS: $128,000; and HOSSD: $250,000. The revised total agreement amount is estimated at $943,000.
