Summary Explanation/Background
THE TRANSPORTATION DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTION.
This item supports the Board’s Connected Community Goal of “Cooperatively delivering and efficient and accessible regional intermodal transportation network.”
The Broward County Transit Premium Mobility (PREMO) Plan is the vision for transit to move Broward County into the future (Exhibit 1). It defines a network of premium and high-capacity transit projects that will provide modern convenient mobility that is attractive, safe, reliable, and frequent. PREMO will provide direct connections to the Fort Lauderdale/Hollywood International Airport, Port Everglades seaport, and Broward County’s Convention Center and provide a regional commuter rail connection initially between Broward and Miami-Dade County (Broward Commuter Rail South). The premium network consists of 11.5 miles of commuter rail, 23.3 miles of Light Rail Transit (LRT), 76 miles of Bus Rapid Transit (BRT), and 100 miles of High Frequency Bus Service.
As background, on June 16, 2020, Item No. 91, the Board approved a deliberately phased Request for Proposal (RFP) solicitation No. TRN2120307P1 Transit Systemwide Study, Planning, and Preliminary Design, to engage the services of a qualified professional consulting firm to develop a Transit Systemwide study that would identify suitable high-capacity transit corridors for the implementation of rail, bus rapid transit (BRT) and other transportation modes and include the planning, ranking and preliminary engineering activities required to implement these recommendations for high capacity transit in Broward County and move Broward County into the future. Subsequently, on March 9, 2021, Item No. 12, the Board approved a $10.6M multi-year Transportation Surtax funded agreement with WSP USA, Inc., for consulting services for RFP No. TRN2120307P1, Transit Systemwide Study, Planning, and Preliminary Design. Through this multi-year professional consulting services contract with WSP USA, Inc. (WSP), high-capacity transit corridors were to be identified during the first phase.
The PREMO Plan is the result of the first phase of the Transit Systemwide Study, planning, environmental analysis, and preliminary engineering design. The systemwide study included public outreach and feedback through surveys, social and traditional media, community meetings and events, and a website which included an interactive map. Based on a data driven methodology, the PREMO Plan identified suitable transit capital and operational investments on major corridors in Broward County and provided recommendations for implementing corridor-based Bus Rapid Transit (BRT), Light Rail Transit (LRT), Commuter Rail and High Frequency Bus Service.
On May 23, 2023, the Board of County Commissioners held a Transportation Workshop where the Transportation Department presented the Broward County Transit Premium Mobility Plan (PREMO) and that presentation is included as Exhibit 2. The PREMO Plan was also presented to the Transportation Surtax Oversight Board on April 27, 2023, and to the Broward Metropolitan Planning Organization on May 11, 2023. Additional presentations were scheduled and held with various municipalities, key stakeholders, and the public through numerous live and virtual workshops from April 28th to date.
With the approval of the PREMO Plan, the Transportation Department will begin the implementation of the program according to the schedules outlined in the attached PREMO presentations.
