Summary Explanation/Background
PUBLIC WORKS DEPARTMENT/HIGHWAY CONSTRUCTION AND ENGINEERING DIVISION RECOMMENDS APPROVAL OF THE ABOVE MOTION.
Hillsboro Boulevard from Parkside Drive to State Road 7 is a County road within the City of Parkland. The County will undertake the Hillsboro Boulevard improvements project which includes construction of designated bicycle lanes, lighting, sidewalk repair/replacement, ADA curb ramp upgrades, signage, drainage, signalization, landscaping, and a roundabout at the intersection of Hillsboro Boulevard and NW 64th Terrace/NW 74th Place. As part of the County’s Hillsboro Boulevard improvement project, the City desires to design the landscaping, hardscaping, and architectural features at the roundabout and will provide funding to the County to cover the construction costs of the above-mentioned features at the roundabout. County has determined that it is a mutual benefit to the residents of County and City to construct these features within the County's Hillsboro Boulevard improvement project, subject to the terms and conditions of the Agreement. Both City and County are in the process of finalizing the construction plans for their respective improvements. County anticipates issuing the first Notice to Proceed for construction of its Hillsboro Boulevard improvement project in December 2024.
The Agreement was initially signed by the City on May 3, 2023. However, during the design phase of the County’s Hillsboro Boulevard improvement project, the City requested the County to delay the County’s Hillsboro Boulevard improvement project schedule because Hillsboro Boulevard is currently being used as an alternate route while the Loxahatchee Road project is ongoing. The County accommodated City’s request to delay the Hillsboro Boulevard improvement project schedule to minimize the traffic impacts to the public within the area and its vicinity. As a result, the County’s Hillsboro Boulevard improvement project schedule as indicated in Exhibit B of the Agreement had to be revised accordingly. It should be noted that the Hillsboro Boulevard new schedule may eventually change depending on the progress of the Loxahatchee Road project. Subsequently, Exhibit B of the Agreement was updated to reflect the latest Hillsboro Boulevard improvement project schedule. The City approved the revision of Exhibit B through their Board Resolution No. 2024-035 dated May 1, 2024 (Exhibit 2). The initially signed Agreement now includes the updated Exhibit B.
This item seeks Board Approval of a Joint Participation Agreement between Broward County and the City of Parkland to provide an estimated amount of $250,000 from the City to the County for the construction of landscaping, irrigation, hardscaping, and architectural features at the roundabout as part of the County’s Hillsboro Boulevard improvement project (Exhibit 1). Under the Agreement, the City shall be responsible for all costs and expenses associated with the design, construction, and the ongoing and perpetual maintenance of the landscape, irrigation, hardscape, and architectural improvements, including all utility charges, for the roundabout. Any and all additional costs or expenses of any type or nature over the estimated amount shall be the sole responsibility of the City. After completion of the Project, if it is determined that the improvement costs at the roundabout are less than the construction payment, the difference will be refunded by the County to the City.
County will construct and provide construction management for the Project within the roundabout.
The Agreement has been reviewed and approved as to form by the Office of the County Attorney.
