AN ORDINANCE OF THE BOARD OF COUNTY COMMISSIONERS OF BROWARD COUNTY, FLORIDA, ADOPTING AN AMENDMENT TO THE BROWARD COUNTY COMPREHENSIVE PLAN TEXT; AMENDING THE BROWARD COUNTY COMPREHENSIVE PLAN TEXT RELATED TO THE DEEPWATER PORT COMPONENT; AND PROVIDING AN EFFECTIVE DATE.

Section 163.3184(11), Florida Statutes requires Broward County to publish notice of public hearings to adopt comprehensive plan amendments.

Summary Explanation/Background
THE PUBLIC WORKS AND ENVIRONMENTAL SERVICES DEPARTMENT, THE LOCAL PLANNING AGENCY, AND THE HOUSING AND URBAN PLANNING DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
An amendment to the Broward County Comprehensive Plan is proposed to adopt a new Port Component as part of the Coastal Management Element that is consistent with the 2024 Port Everglades Master/Vision Plan (PEMVP). See Exhibit 1-Goals, Objectives, and Policies. Transportation Element Policies T4.2.7 and 4.2.8 are also being amended to replace references to the 2019 PEMVP with references to the 2024 PEMVP.
On November 13, 2025, the Board adopted the 2024 PEMVP.
On January 14, 2026, the Broward County Public Works and Environmental Services Department held a Local Planning Agency (LPA) public hearing and recommended the Board find proposed Amendment 25-T2 consistent with the Broward County Comprehensive Plan and transmit the amendment to designated state review agencies.
On February 17, 2026, the Board transmitted the proposed amendment to state review agencies.
On March 20, 2026, Florida Commerce issued its Objections, Recommendations, and Comments Report. No objections, recommendations, or comments were issued; however, the South Florida Water Management District issued one advisory comment that stated “Future development associated with the Port Everglades Deepwater Port Component may require an Environmental Resource Permit (ERP) authorization from the applicable regulatory agency. The applicant should coordinate with the appropriate agency to determine permitting requirements.” In response, a paragraph was added to the Deepwater Port Component Support Document’s Implementation section to note that licenses and permits from state and federal authorities may be required.
