MOTION TO AUTHORIZE County Administrator to approve and execute Memorandum of Understanding (“MOU”) between CareerSource Broward and Broward County, subject to legal sufficiency review and approval by the County Attorney’s Office, to support the local one-stop workforce delivery system, with a total aggregate funding amount not to exceed $647, effective July 1, 2026, through June 30, 2029; authorize the County Administrator to execute amendments to the MOU, provided there is no material increase in risks or additional cost to the County and subject to legal sufficiency review and approval by County Attorney’s Office; and authorize the County Administrator to take all necessary administrative and budgetary actions to implement the MOU.

Summary Explanation/Background
THE HUMAN SERVICES DEPARTMENT AND THE FAMILY SUCCESS ADMINISTRATION DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.
This action supports the Commission’s value of “building partnerships and working collaboratively with others to meet shared objectives” and the goal of “delivering accessible human services that holistically address the whole person collaboratively and compassionately.” Approval of this action demonstrates County’s commitment to provide services in partnership with community agencies to advance the well-being and economic stability of its residents.
This MOU is required under the federal Workforce Innovation and Opportunity Act of 2014 (“WIOA”) for all partners of One-Stop (“OS”) delivery systems. Under WIOA, each local area must have one comprehensive OS center that provides access to core work-related training, employment programs, and partner programs. The OS delivery systems, through OS centers and through partner services, increase skill and credential attainment, employment, retention, and earnings of participants, especially those with significant barriers to employment, thereby improving the quality of the workforce, reducing dependency on public benefits, increasing economic opportunity, and minimizing poverty in Broward County (“County”).
The County is a required OS legislative partner as the grantee entity and provider of Community Services Block Grant (“CSBG”) employment and training activities. The Broward Workforce Development Board (“BWDB”), as the local workforce development board, is the WIOA-designated coordinator for Broward County’s OS delivery system. CareerSource Broward (“CSBD”) serves as the administrative entity for the BWDB and is authorized to administer the OS delivery system and enter into required MOUs.
The County, through its Family Success Administration Division, elected to meet its access and participation obligation by providing direct linkage through technology to CSBG staff who provide intake and assessment for CSBG employment and training programs and services designed to help increase employability by maintaining a partner page on the OS website. The County and CSBD identified the cost of maintaining such webpage as an appropriate infrastructure cost funded under the MOU. The cost of maintaining this webpage is $216 annually, totaling $647 for the term of the MOU.
The Florida Department of Commerce also requires this MOU as one of the CSBG grant program's performance tasks. The County and CSBD entered into their first MOU under WIOA effective October 1, 2014.
The MOU will be subject to legal sufficiency review and approval by the County Attorney’s Office before execution by the County Administrator.
