MOTION TO AUTHORIZE Director of Purchasing to award a resultant open-end contract to an authorized reseller for ServiceNow, Inc., for an initial five-year term, and authorize the Director of Purchasing to renew the contract for five one-year periods, for a potential ten-year estimated amount of $10,000,000.

Why Action is Necessary
MOTION A: In accordance with Broward County Procurement Code Section 21.26(a), Sole Brand Procurement, non-standardized Sole Brand procurements above the award authority of the Director of Purchasing must be approved by the Board.
MOTION B: In accordance with Broward County Procurement Code Section 21.47(a), Award and Execution Authority, the Board shall make all awards, and authorize the execution of the associated contracts, with a value of more than $500,000, inclusive of the value of any renewals or extensions provided for in the contract; and, in accordance with the Broward County Procurement Code, Section 21.53(a), Duration of Contracts, unless otherwise provided by law or 21.53(a)(1-3), a County contract shall not exceed five (5) years in duration, inclusive of any renewals or extensions provided for in the contract, without the express approval of the Board.

Summary Explanation/Background
THE PURCHASING DIVISION AND THE FINANCE AND ADMINISTRATIVE SERVICES DEPARTMENT/ENTERPRISE TECHNOLOGY SERVICES DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.
The purpose of this item is to designate sole brand to IT Service Management (ITSM) software, support and maintenance, subscriptions, and product services from manufacturer, ServiceNow, Inc. (ServiceNow). Motion B authorizes the Director of Purchasing to award an open-end contract to a ServiceNow Authorized Reseller, resulting from an Invitation for Bid, if the contract is unable to be awarded through the "clean low" process in accordance with Broward County Procurement Code, Section 21.47(b)(2).
ServiceNow’s ITSM will provide the ability to provide and manage the processes needed to design, create, deliver, and support information technology services such as help desk and operations workflows to internal County agencies. ServiceNow’s ITSM offers over 185 native application connectors, a wide variety of industry-specific products modules, Artificial Intelligence (AI) integration, a comprehensive Application Programming Interface (API) catalog, and a low-code application platform. These features make it uniquely suited to the County's needs, providing standardization, customization, and improved service delivery across multiple agencies. ServiceNow’s ITSM provides a direct connection into the County’s Enterprise Resource Planning (ERP) system with an ability to synchronize human capital job data, inventory assignment records, and capture financial impacts of information technology services.
On August 19, 2024, the Purchasing Division issued a Request for Information (RFI) Notice of Intent to designate sole brand to ascertain if there were other solutions that could meet or exceed the specifications for ServiceNow’s ITSM. Two responses were received and provided to the Enterprise Technology Services Division (ETS) for review. Per ETS, none of the vendors met the requirements of providing an ITSM solution as the ServiceNow’s solution currently offers. Based on this information, the Director of Purchasing recommends approval of this sole brand designation (Exhibit 1).
