Section 2-40(a) of the Broward County Code of Ordinances requires that the Broward County Board of County Commissioners (“Board”) authorize any commercial activities or occupation of any portion of the Fort Lauderdale-Hollywood International Airport (“FLL”) for any purpose unless specifically authorized by Broward County (“County”).

Summary Explanation/Background
THE AVIATION DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTION.
This action approves the Security Escort Services Permit Agreement (“Agreement”) between County and V.O.K Protective Services, Inc. (“V.O.K”).
V.O.K. was incorporated in the State of Florida on June 15, 1998, and is retained by cruise lines and other entities to escort foreign national crew members from designated ports of arrival through airports, ensuring their departure from the United States upon completion of their contracts, as required under federal law. V.O.K. holds a valid permit with Port Everglades through 2029 and maintains similar permits with other ports and airports throughout the state. The proposed Agreement grants V.O.K. a nonexclusive, revocable permit to perform these services at FLL.
The proposed Agreement shall commence on the date it is fully executed by the parties and will continue on a month-to-month basis, not to exceed five years. V.O.K. shall pay 5% of gross revenues, together with all applicable sales taxes, to County on a monthly basis.
The proposed Agreement has been reviewed and approved as to form by the Office of the County Attorney.

Because this is a new agreement, the Broward County Aviation Department cannot estimate the annual payment at this time. V.O.K. shall pay 5% of gross revenues, together with all applicable sales taxes, to County on a monthly basis.
